The International Olympic Committee (IOC) has begun searching for service providers that offer a technological solution capable of managing and controlling the costs of temporary infrastructure at Olympic venues. Through a Request for Expressions of Interest (RFEI), the international body aims to identify a tool that is already fully operational and can be adapted to the needs of future Olympic Organizing Committees (OCOGs).
The IOC intends to equip several OCOGs with this solution throughout different editions of the Games, with the aim of ensuring effective management of temporary infrastructure costs. The first organizing committee to use this tool must be able to do so from the beginning or middle of November 2025, so only proposals based on already developed systems will be considered.
ERP and carbon footprint control
The requirements set by the IOC expressly exclude solutions still in the development phase. The selected provider must also have proven experience in large multi-sport competitions and multiple venues. The ability to manage large volumes of data and operate with more than 100 users is also considered essential.
Another key requirement that candidates must meet is that the solution must be compatible or integrable with standard event and venue planning and budget control systems, as well as with carbon footprint management platforms. Compliance with current cybersecurity and information technology standards completes the technical requirements profile.
Proposals must be submitted by August 6, 2025
Companies interested in participating should contact IOCProcurement@olympic.org, including “RFEI – Venue Temporary Infrastructure Cost Management and Control Solution” in the subject line. Proposals that do not comply with this requirement will not be considered.
In their submission, candidates must include a one-page document detailing their company’s relevant experience and expertise, a high-level description of the pricing model and applicable rates, as well as two signed documents: the Confidentiality Agreement specific to this tender and the IOC’s General Terms and Conditions of Purchase.
Limited number of candidates
Once the applications have been received, the IOC will make a preliminary selection and only a small group of qualified suppliers will receive the complete tender documentation – Request for Proposal (RFP). At this later stage, the formal template for the final submission of the proposal will also be provided.
The established schedule sets Wednesday, August 6, 2025, as the deadline for receiving all expressions of interest. The date for submitting formal RFP bids will be communicated only to those suppliers who pass the first phase.
